ARIAS Recruitment 2022 – Assam Rural Infrastructure and Agricultural Services Society has announced an online job notification for recruitment to the post of Assistant Civil Engineers/MIS Executive/Chief Consultant. There are 13 vacancies are to be filled for these posts. Interested candidates who are all eligible for this recruitment can apply for this post.  The age limit of the candidates should be 35 – 52 years. The educational qualification of the candidates must have passed in B.E/B.Tech/B.Sc/Master Degree . The detailed eligibility and selection process are given below in detail.

About ARIAS: Government of Assam created the Assam Rural Infrastructure and Agricultural Services (ARIAS) Society in November 1998, as an autonomous body, headed by the Chief Secretary, Assam, as its President (Project Guidance Council) and the Agriculture Production Commissioner, Assam as the Chairman (Governing Body). The Project Coordination Unit (PCU) is the head quarter of the Society, which is headed by a State Project Director. The key mandate of the Society is to manage, coordinate, implement World Bank aided projects and any other externally funded projects as authorized by the State Government, and to monitor the implementation performance of the line departments of the projects.

Educational Qualification:

Assistant Civil Engineers (ACE):

  • Bachelors Degree in Civil Engineering from a recognized institute/University (Degrees obtained through distance education shall not be accepted. Experience: At least 5 years of professional experience in Civil Engineering including in engineering design and field execution of civil works of varied nature. (However, in case of insufficient applications from candidates having 5 years experience, the ARIAS Society reserves the right to relax the experience requirement criteria up to 3 years, but with a reduced remuneration package).Language: Working knowledge of Hindi and high level of fluency in English.

MIS Executive (MIS):



  • MIS Executive must possess at least a B. Sc. (IT or Comp. Sc.)/B. Tech. (Computer Science)/Bachelor of Computer Application (BCA)/ three years Diploma in Computer Science or a closely related field. Experience: MIS Executive should have at least 4 years professional experience (in case the Bachelors degree/diploma is of three years duration) or 3 years experience (in case the Bachelors degree/diploma is of 4 years duration) in the field of MIS in any public/ private sector organization. Language: Fluency in English and Assamese is essential.

Chief Consultant:

  • Chief PMC must hold a Master’s Degree in Economics/Statistics/Public Policy/ Public Administration/ Management. Experience: Chief PMC should have a minimum of 12 (twelve) years of cumulative working experience in Government/reputed Governmental Organizations/International development agencies/ Research Organizations/ Private Sector. Preference will be given to candidates who have a firm understanding of regulatory framework of Public Policy, law and technology in India with working experience in the following-Preparation of policy framework, policy implementation and risk assessment, Outreach activity in Govt/Private sector for digital education/mentoring programmes using diverse IT platforms, Content preparation with communication objectives and moderation strategies, Design and development of dashboard to track and high light policy reforms for public service delivery. Language: High levels of proficiency in English with working knowledge of Hindi and Assamese

Accounts Executive:

  • M.Com from any Govt. recognized University with in-depth knowledge of financial management procedures applicable for World Bank/ externally funded projects and having hands-on experience of operating Tally accounting software. At least 3 years of experience in financial management related activities. Computer Skills: Experience in operating Tally accounting software and using Internet-based applications, and proficiency in MS Word, MS Excel, MS PowerPoint, etc.

MIS Executive:

  • B.Sc. (IT or Comp. Sc.)/ B.Tech. (Computer Science)/ Bachelor of Computer Application (BCA)/ 3 years Diploma in Computer Science or a closely related field. Experience: The MIS Operator should have at least 4 years of professional experience (in case the Bachelor’s degree/ diploma is of 3 years duration) or 3 years experience (in case the Bachelor’s degree/ diploma is of 4 years duration) in the field of MIS in any public/ private sector organization.
  • Computer Skill: The MIS Operator must have expertise in using Internet-based applications, working with advanced word processing/ spreadsheet including MS Word, MS Excel, MS PowerPoint, related applications and software & hardware computer systems. Language: Fluency in English and Assamese is essential.

District Horticulture Coordinator:

  • Bachelor’s degree in Agriculture/ Horticulture from any recognized university/ Institution. Working Experience: DHC must possess at least 3 years of professional experience in Horticulture related activities/ Agriculture extension or related activities in any public/ private sector organization.
  • Computer Skills: The DHC must have experience of using Internet-based applications, using and working with advanced word processing/ spreadsheet including MS Word, MS Excel and MS PowerPoint and other related applications.

Mobile App Developer:

  • BE/ B.Tech/ Master degree in Computer Science/ Computer Applications/ Information Technology from any Govt. recognized University/ Institutions. Working Experience: Minimum 5 years of work experience in Developing Android applications of a reputed public/ private sector agency in a leadership/ managerial capacity.
  • Computer Skills: The Mobile App Developer must be highly proficient in Java, XML, Android Interactivity, Android UI, Navigation, API development etc.

Junior MIS:

  • BE/ B.Tech/ Master degree/ Post Graduate Diploma (min two years duration) in Computer Science/ Computer Applications/ Information Technology/ or a closely related field from any Govt. recognized University/ Institutions. Working Experience: Minimum 5 years of work experience in managing MIS/ IT systems of a reputed public/ private sector agency in a leadership/ managerial capacity.
  • Computer Skills: The Jr.MISS must be highly proficient in software development, computer applications, including MS Word, MS Excel and MS PowerPoint etc.

District Enterprise Development Coordinator:

  • Master’s Degree in Business Administration (MBA/ PGDBM) with specialization in agribusiness/ entrepreneurship/ rural management/ marketing/ finance. Experience: With 5 years of demonstrated experience in promoting entrepreneurship, working in incubation program for handholding of enterprises or small business development programs.

District Enterprise Development Executive:

  • B.Sc in Agriculture or allied sectors/ B.E. or B.Tech in Agriculture/ food technology/ BBA with at least 3 years experience in agribusiness, food processing sector. Experience: Experience in entrepreneurship and enterprise development, counselling for enterprises, conducting training & capacity building programmes and facilitating access to finance and business development, marketing of Agri/ food products will be an added advantage.

Office Management Executive:

  • Graduate (minimum three years duration) degree in any field from a recognized University/ institution.
    Working Experience: The OA must have at least 2 years of experience in office management/ secretarial work in any public or private sector organization.
  • Computer Skills: Must be excellent in using computer applications, with advanced knowledge of Office Management, proficiency in MS Office Applications like (Word, Excel, and PowerPoint etc.) including email. Language: Fluency in English is a must. Preference will be given to candidates with local languages.
